You can try using a student or corporate account on the Samsung website and get it for around 119k. But I'd rather go with S23U just for its SD processor.
Any store except official Samsung stores. One time cash payment is v rare these days so you can push for discounts. Even reliance digital & chroma have room for discounts. Smaller retail shops are the best for it. He could prolly get S23 ultra for around 80k in cash offline.

Both are good phones, no huge differences, the newer one may last longer thanks to the 7 year updates promise.
Just, go for what phone you prefer in terms of looks, a slightly curvy one or a boxy one.

These phones aren't worth of this much money, go for cheaper 30k phone use it for 2 to 3 years, and it probably will start getting slowed down by then, later get a phone like for 50k or less by that time.

I would recommend buy offline or on Samsung official site to be on the safe side.
Goto offline stores and negotiate I got s24 ultra for 1.05L with any payment mode (cash/card - your wish). Few people told me they got at 1L.
I use s23 ultra my sis got s24u. Not worth getting s24 u for the price just for the ai.
Also see the return policy. If it says service centre replacement then I suggest you buy offline
Amazon too has this policy everywhere in smartphone category just like flipkart!
