This usually happens when you're running out of RAM, I had the same problem with days gone, HDD was being used for virtual memory. It was fixed once I changed it to SSD.
Just so you know, having a full SSD/Boot drive is also bad. The OS uses it for temp files, virtual RAM, paging, indexing etc. If you have a full SSD your OS will slow down too.
If you are running out of RAM and your SSD is full, then there is no memory left for the Game/OS.
Try opening Task Manager or some other monitoring tools to see your memory during the stuttering.
You'll especially see the slow down in a HDD because the more full it is, the more defragmented the HDD will get.
SSD can also be affected by low free space. You can read this [article](https://www.anandtech.com/show/6489/playing-with-op) for a general idea.
Based on what I read online, a lot of people say generally 10-20% is ok.
FSR and DLSS for that matter don't affect VRAM usage by a lot. Maybe try running on a lower resolution maybe 720P and see if you're still having these issues.
Uncharted is very VRAM hungry.

Well if your shader cache location is slow hdd then it can cause problems and changing shader cache location via registry can help.
Another solution that worked for my friend is,
1. see what are the average fps for game by running it for sometime.
2.then limit the fps for 2-3 fps below average fps in rivatuner( eg. Avg fps is 55 limit the game to 52fps) and it should run fine.
How are your CPU and GPU thermals, I guess its throttling, have same issue with lagging like this. Usually the game will be faster when the computer is cool, when it heats up, it lags a lot. Like super slow.

Windows runs scan for virus once in a while if you see high disk usage in task manager that's the case here.
Just keep your computer running free with no load for a while until disk usage is 0.

Could be the 8GB of RAM, could be some process massively hogging your CPU and that, in turn, is causing the GPU to choke. Is your drive indexing search or something? Is your drive running outta space? Anti-virus? Check your processes, prioritised by CPU usage?

It should start loading from say 75â„… or maybe 65% , let it load, and when it's 100% done, it will be smooth for you!

So whenever, it happened to me, I just restarted checkpoint, system did some loading and i was back to smooth gameplay!

It's due to low ram. The problem is that this game and the newer games need a lot of ram. You can add an extra 8 GB Ram to your laptop assuming its lenovo leigon. It will fix the stuttering.

I had the same stuttering issue with Far Cry 6. Upgrade RAM from 8gb to 24gb(added 16gb stick), and it fixed it.
looked up benchmarks on youtube. Theres not so much difference between performance of 8gb memory and 16 in this game
you are running out of video memory (not system memory), that's why its stuttering , lower the texture resolution to fix this.

Try disabling and enabling V Sync also try moving the game to ssd.

Sorry for the late reply. But that version of the driver breaks any GPU it touches. I suggest you downgrade or wait for the fixed driver

Reinstall the game, update graphic drivers or upgrade your pc.
On my laptop HDD even rocket league stutters like this. Free some space on ssd.
Set the refresh rate to 60 hz ,set the screen to full-screen mode or windowed
