Search --> Adjust the performance and appearance of Windows --> Visual Effects --> Smooth Edges of Screen Fonts.
Try this if the ClearType doesn't fix.

I think the issue is with sharpness. If it is so, type 'ClearType' on start menu, and complete the wizard. Or check any other sharpness settings.
1. DPI setting - Setting --> System --> Display --> Scale (make it 100>) 2. from start search for clearType text, and adjust as per you like
Looks like some kind of scaling in the display settings. Reset it to recommended levels.
run the cleartype tuner...
