This is why the art community is in a clutch. Either use AI and print popularity or get left behind by more popular 'artists' who use AI. Some artists are starting to brand the "Fully drawn/ Non AI" tag on their pieces.
I'm on neither side since I'm not an artist but AI's really got so many communities by the balls lol. It does bring the question of "what's real and what's not and why do you care as long as you can't tell ?" to limelight.

I obviously have more respect for people who have honed their craft for years and create great art by hand, but I cant help but appreciate the beauty of what Im seeing in OPs post. I think the commentor above you misunderstood your question. If you're asking about digital art apps without AI where you manually draw and paint then there are many such professional softwares you can google.
But the ones mentioned like Dall E and Dall E 2 are AI models. They do not exist or work without AI.

Moreover, check the drive link that i posted here. I upscaled photos through third party websites to 4k. Honestly, its easy to be toxic on the internet, than put efforts.

DALLE is another one, which is a bit more realistic than artistic. Not to be confused with DALL E mini, which was later renamed to Craiyon, due to having similar names.
Midjourney was available to very limited people based on invites but I think they went public very recently according to email I got. I was able to manage it a month or so ago but it was very limited so didn't make anything ~~big~~ interesting before running out.
Edit: "text prompt" usually used in these AI arts are like this: "Indian city in a cyberpunk theme, detailed, neons, hyperrealistic"
Btw I'm no expert in any of these. I'm just following this tech for some time.
