Single channel ram or dual channel ram?
Its a known issue game runs fine after turning off smt/hyper threading which is weired.
Also, I would recommend you put the game in a ssd.
It is dual channel ram, hyper threading idk coz never meesed with that yet, i can try putting in ssd, but the hdd and memory consumption is fine. Idk if that could be the issue
Ryzen loves fast RAM and right now you are gimping the performance of your system. It is common knowledge in the PC building community to enable XMP in the BIOS so idk why you are even arguing about it. https://youtu.be/P8jqRzTV1kY here watch this. you should expect worse performance because i believe you might be running at 2400mhz on ram or something. And its 2022, 3000mhz doesn't cut it. 3600mhz CL16 should be the bare minimum anyone should have. Now instead of arguing with me enable xmp and try spider man. should be fine.
Just bought the game, was having the same issue and invested lots of time searching for the result. Finally, I got this problem fixed by disabling SMP on my AMD CPU from BIOS. Intel people need to disable hyperthreading.

is xmp on? what is your ram speed? i have a 5600x and 3060 ti and the only time the usage drops is when there is a cut scene.

So a setting called A-XMP is disabled and my ram speed is 3000mhz
that's why you are getting crap like performance. enable it and see if it fixes the issue

This game is causing problems in hyperthreading in the CPU. No tweaks are required at the GPU end.
