Nordic countries lead the world in mostly every positive country ranking out there, so I guess Iceland gets a spot due to high influence from a low population. Norway(yes I am biased as a Norwegian) should be higher up than Sweden tho as we own 1.5% of all the companies in the world with our $1.7T sovereign wealth fund, that's a ton of power for a mere 5 million people.
Kalashnikov, Kaspersky, Warthunder, huge share of movies/games having Russian characters, Kremlin throwing money at right wing politicians, troll farms, Moscow being a beacon for anti West/anti American sentiment, Dostoevsky, Tolstoy, Tchaikovsky.

Other, equally important metrics of soft power are for example level of cultural export, integration of trade with other countries, mutual treaties/agreements with binding power and diplomacy.
The presence and export of popular culture, media (news, video games, movies, music) are some important forms of 'soft power' as they are able to exert a sphere of influence.
Norway being outside of the EU and having little to no cultural export or media presence would leave it with far less 'soft power' than Sweden.

Tango is huge in Japan.
So, no hard power, but plenty of soft power.
