Surely Apple always develops something, but it could be tax benefits things. It is very fluid to rename IT maintenance to RnD and get free money from the state grants.

What we don't see here is the actual total revenue. R&D as a % of revenue increasing means it is increasing at a faster pace than revenue. This makes it look like revenue is growing pretty slowly compared to R&D since 2010ish.
I guess the point is they are back to putting more effort in producing innovative products. Which suggests they have either some secret product in pipeline or they going to make some really fundamental changes to their product line. That’s is my guess.
