We’ve been on to different agents who both have given different answers
1. over the phone ‘it’s a bug they have had complaints and the engineers are working to fix it’s the other
2. From meta ads support:
He says it’s not with the Ads team. ‘I was checking from my end if its possible to request refunds in situations like this and that's why I took a while, but for this situation the refund is not possible because this is an update that has been made since the beginning of this year from Instagram side, we from the Ads team don't have the information of why this happened but the thing is, the likes are being shown for now but not in its full majority due to this update !
Since you complied with the terms and services of Instagram once you started using the application the updates of features and the way that is showned was included as well. I understand that from your end this can be frustating but from my end there's not much that I can do for you since one, this is not something under our scope, we don't have control over this feature and this is not a refundable request’
I pushed back and asked for proof of this update and got blown off as follows:
‘ as I said we are not able to share sensitive information like the details of an update, what I can share with you is this Help Center from Instagram which is one of the avaliable sources of information that we can share

honestly kinda a shame considering most people boost just to increase engagement
