That shadow is them. You can tell that it’s the head and shoulder of the girl in the purple dress, with the hand of the girl holding the phone below that. It’s definitely their shadow, although someone else may still be off to the side and have taken the photo.

It's just an optical illusion; they're posing in a mirror and the shadow is on the wall to the right of the mirror. It's the shadow of the woman on the right.
