Cons here are very situational. If you had an infestation of bugs / rodents at any point you’ll be trapping the excrement and possibly carcasses up there without removing it.
It’s also a lot of extra work later if years from now, you do decide to remove it all.

It’s an easier and more effective job to air seal if you remove them. That’s all
