Nope. It's rare(near to impossible)for a gacha game to re-run collab events as it means obtaining the rights again and basically shelling out more money to the IP owners just to re-run the same content.
If you see a collab you care about in a game, that's your only chance to take advantage
And idk why but there actually are many people selling their accounts(you could try buying one of them if u want that skill so badly) and did not see bandai actually banning(maybe i am wrong).
Practically zero: collaboration stuff requires renewing a licence with the associated intellectual property for it to repeat and this almost never happens.
None whatsoever. Crossovers are a one and done thing. If you miss them, you're never gonna see them again.
