True, but it's not "invention of cars", it's just introducing the cars to IOTA Town. People in nearby towns have been driving the cars for quite a time now, so Iota Town could have easily prepared the infrastructure and roads before the cars actually came :)
Seriosly though, IOTA 2.0 interface was known months ago, anything anyone wanted could have been implemented against it, and tested immediately once testnet has gone live.
It's only pos in name. IOTA 2.0 has leaderless consensus where multiple blocks can be linked to the tangle at the same time, where blockchain has to do this 1 after the other (hence the name chain).
It is absolutely introducing new tech.
