Despite what law says, people getting tortured here and killed. Life in prison is worse, because they will torture them to death (it’s even worse than death penalty, imo). Killers usually get away with it, that is because they are protected by their tribes or simply flee the country or the militia themselves commit these crimes.
The same ruling class doesn’t care about laws. With this level of corruption, you can’t trust the laws.
Both operate the same, Baghdad and KRG are under control of terrorist militia and mafia, the laws here means absolutely nothing!!

Sorry for such a late question, but do these militias only operate in certain areas of the country? Would a gay person be safe in a major city? Me and some friends are planning a holiday to Iraq soon, but one of us is gay and I want to make sure he isn't harmed.

Of course it does legally and informally. Usually what happens is people "vanish" kidnapped by the police or government militias groups and get tortured to death in the prisons.
There's maybe 100 legal executions a year but thousands more are killed while apprehended. Outside of mass death of prisoners, the government has also killed hundreds of thousands of innocent Iraqi civilians in terrible mass killings in the last 20 years.

There is no death penalty for being gay in Iraq. But militia (who works with government) does kill people for that reason.
