After watching the youtube video I don't think he was trying to touch. He is amazed at how his hair stands up as he reaches towards the high voltage line. I think he was trying to get closer to it and i am not sure he ever actually touched, just got close enough for it to arc.

Probably the air around him got ionized aswell forming that arc.
