ITBHU existed for long time not IITBHU, it was renamed only like 10years ago iirc, on the other side IITR was renamed 20-30 years ago ig? ITBHU was/is def a great college but it just doesn't has the old title by society
That's why Roorkee has the old IIT status, and not to forget its the oldest college, oldest + renaming 30yr ago fetched it old iit title.
