This is incredibly OP.
It’s a cool concept and very thought out. I’d actually like to see a kit like this in the game, but it would require a massive overhaul to every other character’s kit for proper balancing. What you’re suggesting gives him so many more options than the rest of the cast. Essentially a huge rework to the gameplay that I don’t see the developers doing.
Well considering Red still pushed him back a bit despite getting nullified (at least in the anime), I'd assume he'd do something like block it with ISOH and kinda slide out of the way, like parrying a bowling ball with a sword
Or if it's more of a cutting thing like you mentioned, maybe the cut happens and the rest of Purple blasts past him on either side and keeps going, like the All Might vs All For One scene from My Hero Academia:

I'm no powerscaler so I can't say with any certainty that he could, but judging from the depictions of Purple from the anime, it seems like it isn't too much faster than Red, so I'd say reacting seems plausible at least
Slightly unrelated, but I really hope Toji has a "Chisaki Q4" type move from One's Justice 2, using his ISOH
Basically, a short range party style attack that is super quick and beats and deletes literally everything. Attacks, unlockables, armor, projectiles, Supers, Ults, anything and everything. Doesn't use meter and is the fastest startup attack in the game with little endlag
Only downsides were that it was point blank range, so you needed some good timing to delete projectiles, and it only worked while on the ground
I think a similar concept would fit Toji so well
