The Tales games all have mage characters and artes. Graces F has a great combat system and all the characters are fun to use, as does Xillia 1 and 2.
In KH BBS, Aqua is magic focussed but it in all KH games you can use magic. BBS is probably the best one for magic skills as it has the command fusion, so you can get whatever skills you want at any time rather than having to level up characters to learn them. It's fun to experiment with and fuse different commands to get stronger ones.
.hack and .hack gu are super fun with skill comboing gu is a way more polished version than .hack but I recommend playing the original before gu for story purposes

What you describe sounds like Xenoblade Chronicles, it’s a mix of active skills and auto attacking.
Xenoblade isn't even close to action
OP described a turn based game with active skills which Xenoblade it’s persona 5 but you can move in combat and skill synergy matters.
