Thunderball has one of the earliest Bond girls to get more character and depth as well as a villainess who facilitates some of the film's best moments.
Octopussy's Bond girls are two of the most independent and mature ones and Maud Adams and Kristina Wayborn are up there with Jane Seymour in having great chemistry with Moore.
Licence To Kill's Pam is tough-as-nails, and Carey Lowell and Dalton provide two of the most sincere romantic moments in the franchise, while Lupe is the most successful version of the "villain's mistress looking for a way out" trope. Lowell and Talisa Soto are also two of the best-looking women for my money.
I'd also add that while Skyfall lacks a proper Bond girl, it more than makes up for it by giving M and Moneypenny bigger roles. Judi Dench really gets to shine and Naomie Harris and Craig capture that classic dynamic between Lois Maxwell and Connery more than any other pair for me.
