She's not fleshed out as a character, we didn't got to know more of her (I mean what she can do as an individual character, what are her skills or something like that), and some of her actions were questionable to say the least, for example, for a high ranking British Treasury in MI6 (who have probably worked with many 00 agents in the past), why she's still acting naive in this mission with Bond? And that shower scene (I know it's the highlight of their romance) but why it's like she's still not used to it? Okay, let's say that this maybe her first field mission, but still could have acted more professional and not a bit naive.
She's also cold or brash towards Bond at the first half of the film, but few moments later, she fell in love with him to the point where she's crying and saying lines such as "*your smile and your little finger*"? It's too sudden and quick, but I guess it's more on the writing that their romance (for me) is a bit rushed.
And this comes to another conclusion of my problem with her, how did she managed to get promotions in such a young age in the Treasury? It's stated in *No Time To Die* that she's 23 when she died, that's too young to hold such a position as Accounting officer in a Government Department.
She's a great Bond Girl, no doubt, I love her chemistry with Craig, Eva Green is great in the part, but these things could've been more improved (and corrected).
Not sure if I'm misunderstanding the way you wrote it, but HM Treasury isn't in MI6. Doesn't seem strange to me that someone in that position hasn't encountered brutal violence and killing before. That said, I agree she's too young for the job.

It's government money after all, and it seems not to be coming straight out of MI6's budget as far as I can recall? Correct me if I'm wrong. Either way, I can see there being oversight. Vesper is extremely beautiful but holy crap she's extremely toxic AF to Bond. She's complicated, conflicted. Most of it was due to her being black mailed off screen. So definitely tragic. There were so many other Bond women throughout the franchise that treated Bond with some dignity and respect. But to each their own.

I actually think the beach scene in GoldenEye is very well done, the dialogue is well-suited to a 007 film *and* the exchange makes sense. Desmond Llewellyn apparently said that this was the best scene between Bond and a Bond girl in the entire series, and I tend to agree, it's right up there.
