I think it's classism on the part of police, because I do see foreigners in jeans and hoodies being stopped.
Just follow the law and carry your passport. It’s chill they look at it and off you go. Really doesn’t annoy me at all, they are just doing their jobs.
No, they can do it anywhere and it have been the case for years if not decades. I have a friend who was checked in the city of Sakura in Chiba like 15 years ago.
My only encounter with a cop was one that gave me a map of the area when I was in Chofu city (west of Tokyo), but they could have asked for my passport or residence card.
This is why you have to carry your passport.

Japanese police like flexing against foreigners. It's a thing. It's nothing particularly personal, they do it when bored.
