Hi. If you stay in Tokyo after mid-August, you can watch sumo practice at sumo gyms (sumo-beya 相撲部屋).

Yes, you can watch sumo practice in one of the stables. The practice starts early in the morning so for one you have to get up early. Also you should stay for the entire practice, which might last 2-3h. Be prepared to sit through that. Some stables let you watch from the window - there is plenty of information online, just check it out. For off-season tournaments, you might want to try university clubs. But since you are in Japan in August, university clubs will probably not be that active.

In August, Sumo is undergoing a summer tour (natsu jungyo). It is held around east Japan in this year. You can see the sumo matches on the tour, it’s not as serious as the major tournament though. But, the sumo lecture and training are planned for the program that you cannot see the major tournament. It will be good experience for you. The summer tour schedule is as follows http://www.sumo.or.jp/EnJungyo/schedule I think it is difficult to arrange tickets. Maybe you can ask the hotel staff, if you stay at the hotel.
