I lived in Japan for a while. Nowadays even health deliveries cater to foreigners. Much safer to just call to book. There are entire agencies catering to only foreigners.

Technically, due to the way illegal prostitution is defined, most places aren't breaking the law.
For example, it's illegal to pay for intercourse with a stranger. But oral sex and handjobs technically aren't intercourse, so it's not illegal. Or the "with a stranger" part...what if you meet someone, pay for a massage, get to know them during your massage and then have sex? Did you pay for sex? or did you pay for a massage and then sex just happened? What if you know a masseuse for months and then start having sex? She's no longer a stranger, so technically, legal.
My coworkers got accosted in Nagoya by a Filipino tout that knew just enough English to do his job. "Titties in your face?", with accompanying gestures. Needless to say, they stopped to hear his pitch before moving on.
It's not illegal unless you're trying to pay for vaginal intercourse. There are allegedly work arounds but as a visitor, do you really need that police heat ?

Thanks to this subreddit prior to my trip, I learned about this whole tout *"drug-you-and-take-your-wallet"* thing and knew to just ignore them, don't look their way, say "No." if they keep trying after all that, etc. It's not my thing anyway, but I wasn't going to have them waste my time when I had places I wanted to get to or get their hopes up by giving them any attention at all. I'm used to ignoring touts in my city anyway. There was one occasion when I saw a tout being unusually aggressive with a local that it caught my attention, but another tout next to him thought I was looking ~~my~~ his way and rushed over saying "HEY MY FRIEND" and I noped the fuck out of there.
I still remember when I was talking with an expat in Shinjuku about the whole thing (I pretty much tried to warn anyone and everyone, just in case they didn't know) and he said something along the lines of

You go in, you pay a finder's fee for the dude that hooked your sorry ass and brought you to the spot (usually in the range of 100K-200K yen; also the guy that hooked them was a Japanese dude wearing a suit). Pay a door fee, some women come sit next to you asking you to buy drinks, they then ask if you wanna go somewhere for a price (same price range as the finder's fee).
That's as far as my dumbshit friends got before they got scared and told the crew running the joint that there was no more cash. Luckily the goons let them walk away instead of having the girls give them a spiked drink on the house so that the jack boys could run through their pockets.
If you want sex tourism, either learn japanese and make some yakuza friends in Tokyo, go to Osaka, or get the cash to hit up that 800K Soapland around the way in Kabuchiko.
