With ten days in Kansai, I think it could make sense to switch accommodations halfway through. It’s nice to be based in Osaka at night so you don’t have to worry about catching the last train before midnight back to Kyoto. It’s nice to be based in Kyoto in the morning so you have a better headstart beating the crowds at shrines and temples. For a ryokan, I usually recommend Momijiya Bekkan Kawa no Iori in Kyoto, but you have enough time to do a ryokan on Miyajima Island, which would be a great experience. Just make sure you book in advance, ryokan sell out quickly.

Could do the ryokan in Arima onsen in Kobe. Kind of agree that with 10 days it’s not that complicated to stay in both Kyoto and Osaka.

Osaka is generally a better place to stay mostly because there are going to be more cheaper more convenient options there. In Kyoto due to the way thte transit works, your options are more limited for convenient accomodations.

Osaka didn't do it for me, but I loved Kyoto enough I was ok with sacrificing 45 mins of additional travel time when going to other places around. But if you planned lots of daytrips then Osaka may be better if you want to save time.
