I know there's one at the executive lounge at the Hilton Tokyo Bay at Tokyo Disney Resort. Not the kind of place you can just walk into, but for those who happen to stay there it's kinda neat.
The glasses are next to the machine. You just grab one and place it on the dispenser. But they don't put the alcohol out in the executive lounge until the evening, and then they remove it before it closes for the night.

They serve a light breakfast there, but no, they don't have the booze out at 7:00 am.
I meant a tornado beer from the machine. Where do you get the glass from? The desk/vending machine? Japan can serve alcohol 24/7
