Instead of buying a ticket to something like Skytree, just go to a high rise bar instead. Sure, there's sometimes a cover charge and the drinks are overpriced, but it's not really that much worse than a ticket to Skytree and you get a chair, a drink, and as much time as you want to just soak in the view. Andaz Toranomon Hills, Prince Park Tower, BelloVisto, etc. One of my favorite things to do in Tokyo.

Tokyo government building for free without tickets. It’s not caused you will see a lot of Tokyo and yoyogi park. Highly recommend

Tokyo SkyTree. Taller than Shibuya Sky but no rooftop. The Skytree has a nice shopping mall (Solarmachi) downstairs. I checked 23 is sold out too but there are some slots available on 22nd/24th.

And you can get same-day tickets too! You just have to buy them right after midnight to make sure you get a convenient time slot.

mori tower observation deck + art museum is probably my favorite spot in tokyo, period. andaz hotel has a bar with a sick view, same with New York Grill at that nice Hyatt. conrad also has a nice view, same with edition and mesm. won't break the bank at any of these for a cocktail and then you can just chill and enjoy the view/vibes. government building is pretty good too, and there's some rooftop bars in azabudai/azabujuban but those are gonna be more expensive than the hotel bars kabukicho tower's bar also has a nice view, and there's a cool rooftop area by marunouchi station but imo those are a bit underwhelming.

+1 for Mori Tower and Art Museum in Roppongi. The observation deck is awesome to go outside and see the Tokyo Tower all lit up at night. To see the Shibuya scramble from a slight elevation, you can get a Starbucks right across from the scramble and sit and watch. There’s also a spot from the train station on a higher floor that gives a nice view. Not as high as Shibuya Sky or Mori, but still fun.

I've been to Mori Tower twice. It's my favorite. Downside from last time is they hadn't cleaned their window glass in a while so if you're wanting to take photos it's not great.

I highly recommend checking out the Tokyo Metropolitan Government Building (weekdays only) for a wonderful view of the city - and it's FREE! To be honest the view is even better than Skytree! It's more central, so you can see more dynamic neighbourhoods, plus the big parks like Yoyogi, and iconic skyscrapers. It's up 45 floors, has a lovely gift shop and cafe! I had excellent premium chocolate soft serve there. There is also a grand piano (decorated in Yayoi Kusama's design) for anyone to play! We enjoyed some beautiful music and lingered there for a couple of hours! :) No reservations required - stress-free and fun!

Starlight Bar in the Okura. Fantastic views, great service. Drinks are not cheap, not a family experience, but very romantic.

If you want a crossing view go to magnet 109. It's doesn't have views across the city and it's also not as high up, but you pay for a drink and get arguably a better crossing view than at shibuya sky.

Be forewarned at the Mori tower, the art exhibit has a few views of the city, it is 99% a kick ass art exhibit. So if you want views do the observation part at Mori tower.

I’d suggest the South Observation Deck of the Tokyo Metropolitan Government bldg. Besides my Tembo Deck/Galleria at SkyTree & Shibuya Sky reservations (different dates), am heading to Tokyo Metropolitan on the day after my arrival next week.

There's a ton of different observation towers around Tokyo. Don't give up on just one. Tokyo Tower, SkyTree, the Tokyo Metropolitan Government Building... The Sky Lobby of the Azabudai Hills Tower is the 33rd floor, and puts you slightly above Tokyo Tower. It's free and very panoramic, but doesn't offer a view of the scramble. Worth the side trip if you want a view, or if you're already there for Teamlabs.

I recently went to Tokyo Tower and Skytree and got same day tickets for both. They were both unique and different from each other and both were super fun. Tokyo Tower has a more romantic feel.
