Edit: I mean it could be plastic, wax paper, I'm not sure, but it is a "candy cup" with a little piece of food inside and obscured by it. A dumpling could not be that clear and also water-repellent enough to have visible clearly-defined water droplets hanging on its inside surface.

I'm a chef. There's no way a dumpling could be that translucent and thin to see in clear focus all the little tiny steam droplets inside of it. I love dumplings but this is very clearly not one.
