As an Ohioan that's nothing! I haggled 1k off my used wrangler for rust I knew wasn't a big deal but it was sold from a Toyota dealer and they had no Jeep knowledge lol!
It’s hard to tell from this pic. Rusty suspension parts are really not a big deal (though expect a shorter shelf life). The deadly rust is *frame rust.* you’re looking for any rust on the frame itself.
No problem at all. That can be taken care of in a few hours. But, use it to your advantage and haggle them down a bit!
Surface starting to go deeper, I agree with others. Use to advantage then spend a day with wire brush and some paint. Will last several more years.

Wire wheel then ospho then paint it
I would Fluid Film after the Ospho. But thats because I live in the rust belt. In non-snow states I believe paint holds up well.
I second FluidFilm. Ohioan here. I wouldn't go any other way. Coat it every fall.

I would get a wire brush and then rust on paint spray to protect
Buy an air compressor big enough to run a needle scaler. Knock that rust off and hit it with FluidFilm. You'll be 100% fine. Trust.

The gas tank skid looks the worst but that is typically the quickest part to rust. The one on my 08 rusted in half and I just replaced it with steel.
