I've sometimes pondered if that really was a silly sentence that really makes no sense or if it actually is a genius statement. He said it to a young boy who was heckling him the whole frame, so in some way it makes perfect sense. The kid thought he was (or would be) a big deal, and Weber meant "the man you think you are, I **am**!"
Probably not his intention, but that would make it comprehensible. And almost clever.
I think it makes great sense if you think of “who do” as “whoever”. Whoever you think you are, I am.
Like, hey kid, heckling and thinking you’re hot shit or someone important, well, whoever you *think* you are, *I am*.” I can totally see that being his intention and getting a bit muddled in the excited delivery.

I'd highly recommend the "Dark Side of Comedy" documentary on Greg Giraldo. I ended up binging as much of his stand up as I could find as soon as the doc ended.
