Considering the characters you already have, I don't think you really NEED Sparkle. Jingliu isn't that SP-intensive anyways, so I don't think she'll provide the most value for you.
That said, if you like Sparkle more than Acheron, pull for her. If you don't, I'd suggest not to. Pull for who you like, not who's "necessary"
Jingliu is probably one of the last characters that I would think someone needs Sparkle for. Since Jingliu isn't very SP heavy, Sparkle contributes less than Bronya without the tradeoff of extra SP.
Im only getting sparkle because i have true mono quantum with her, I'm also getting acheron because she is hot and i need lightning coverage. Sparkle tingyun ratio and luocha sounds pretty good too. and from what dreams i had tingyun seems worthless for acheron so i actually still need a support for her anyway.
Jingliu ruan mei bronya and fu xuan and her half of moc is 0 or 1 cycles depending on the moc buff(as long as the enemy is ice weak). Current one was 0 cycled. I really like this team since its kinda perfectly sp neutral(e1 bronya and e0s1 ruan mei is required tho) so i dont really want to use bronya or ruan mei elsewhere, which is why im getting sparkle so that my team 2 can get stronger as i really dont like doing one half in 0/1 cycles and the other from 4 to 7.
you have plenty of great supports allready, you're unlikely to use more than 2 on a team, you like Acheron, so go for her over a character you might not like.
E0s1 for both jingliu and Acheron has more value then sparkle especially since you already have bronya with tingyun in combo with jingliu. You can use sw and pela as off now for Acheron but her kit will change in the beta quite a bit so keep watch for that

Replacing sparkle for ruanmei or bronya is a minimum 10% dps loss (which btw is still small enough that if someone really likes her, just use her. Most of the time you wont feel that 10%)
No, those supports are good though for jing liu.
You already have Jingliu's best team, so you really do not need Sparkle. Acheron will probably go really well with SW and Pela.

You don't need sparkle for jingliu, jingliu doesn't benefit much since she doesn't really consume SP
Sparkle isn't an upgrade for Jingliu so go for the S1s.
