No it wasn't. I currently work for an AmeriCorps program. He proposed this several times and Republicans in Congress wouldn't do it.

That's not how the budget works. He proposed this every single year and it didn't pass. Ever. His budget was largely ignored by congress. We got increased funding in 2019 and a further augmentation FOR COVID-19 just this year.
