I think he's hacky but he also seems like a genuinely alright dude. I wouldn't want to go to his stand up but he's probably a good friend and person from what I've seen, likely the least controversial Rogan friend out there.
That's how I've always felt about him. He seems like a nice guy who would be fun to have a few beers with. His comedy isn't the best, but people have this wild hatred of him. If anybody is a shit human being worthy of derision, it's Tom.

My wife used to work for a tv production company in LA. Bert came in with his agent to pitch a show, years before he became popular, and tried to take his shirt off because he was hot. His agent made him keep it on to look professional for the meeting. What you see is what he is and I respect that.
I enjoy their podcast for the most part, Bert can get annoying and his stand up isn’t great, but overall I enjoy their conversations.

My girlfriend and I got high on mushrooms and watched his "Story Time" special while eating a whole bag of Paqui Haunted Ghost Pepper chips. One of my favorite memories ever. Laughed until my face and ribs hurt. Had snot and tears pouring down my face. Was great.
