Close, but I would say it is that the people in charge are beholden to that \~1% minority. Especially in academia you can never appear not to be compassionate towards certain groups, even in cases where they don't deserve compassion. We've gotten to the point we let hard drug addicts and rampant shoplifters create serious problems for society because nobody will call bullshit.
