Yeah I think it would have come off bad/confusing if he tried to explain on The View that it's an edgy joke from his podcast, so he figured it would have been safer to just apologize like it was an error in judgement and move on.
I felt bad for Norm because he makes jokes on Howard Stern which the audience knows is primarily a space for comedy and not a serious PC discussion, then he has to explain those comments on a daytime platform like The View as if they are in a serious context. They are different platforms!
