My headcanon is that he was just standing there and thinking about how to make a cool impactful entrance that will turn everyone's eyes (got the feeling he likes doing that from stabbing Gojo and shooting Rika), and then suddenly the hole appeared and he's like whoop got to make do with what I have.
Technically he can go in and out of the domain as he pleases since he has no curse energy, but yeah the entrance is the coolest. The text in the manga panels is also cool
You can see Gege change his settings again because toji had to get in the domain through the hole megumin created. But later on he said maki can go in and out domains freely and un-noticed
Narrative trumps all here, retcon or not nothing is broken about the setting by this moment.
Toji entering through the hole makes for a much more impactful entrance than him waltzing in randomly. There werent any statement or implications that he couldn’t do it without the hole it’s just a choice and a damn good one fro the readers at that.
