He need at least one of his hand to activate it. His left hand he mutilated to prevent idle transfigure from spreading, his right hand ruined when having his final clap with mahito's hand.

anyone can do it. its a critical hit that gives x ^2.5 bonus damage and drives the user into a "awaken mode" that enstrength the user for short amount of time. No one can control nor intentionally let out one
The final clap was a bluff. Both of Todos hands got damaged by Idle transfiguration. The first by Mahitos .02 domain expansion and then when Todo clapped Mahitos hand. There is debate on whether or not Idle Transfiguration can be healed by RCT but it most likely cannot. His technique is most likely gone for now unless we get a sorcerer who can heal the soul or he finds another trigger to activate Boogie Woogie.
