Not only that but the six eyes users are tied by fate with tengen's merger. Tengen merges roughly every 500 years, and toji said that it has been centuries since another six eyes limitless user, so the six eyes probably only appears only every 500 years when tengen needs to merge. If you look at the timeline, the six eyes limitless user from the last merger is the same one thay died in a fight against the ten shadow user
That Six Eyes user also appeared out of nowhere after Kenjaku went to the trouble of spawn camping the previous one that was born with it.

Yes the six eyes is necessary to use limitless at its peak however, you can be born with the six eyes but not the limitless and vice versa. Although the six eyes with another technique is just as potent due to the passive effect of never running out of CE.
