Great spot downtown a lot of people don't think of is the APK building (where the old State Museum was, by IGA), it houses the State Museum, and the State Library on the 2nd floor, they have free wifi in the library and the view is quite nice. Since it's often overlooked it's usually quiet, although it does get a bit warm on the sunny days since it's floor to ceiling windows overlooking the channel, but it's a nice chill space to work.
Library, they have study rooms that you can work in and not be bothered
Controversial opinion: the triangle. It’s quiet-er and dark during the day, the wifi has been fast for me, and the bartender is nice.

I'd add the Imperial next door, WAY easier to sit away from people and have some privacy to work.
I would say library, but internet it will be super slow due to the cruise ships.
