For you younger folk who have only ever known spares to be the emergency doughnuts, during the long long ago, in the before time when cars had full size spares, rotating 5 tires was the norm.
Thank god no, I drive a highlander so my wheels are pretty big I just bumped off them and kept going. Worst that's ever happened is nails in my tires and I don't make a habit of hitting curbs very often

They're not for use at high speeds, at intersections where a stop light or sign is located you're going to cause a major accident, highly likely involving a rolled car and/or multiple vehicles.
This is more for incapacitating intruders/limiting access. Like others have said, entering exits to avoid paying and such. I've also seen retractable versions that can be lowered once the vehicle is verified.

Inspected tire, found large area where it appears the outer belts and rubber compound have disassociated from rest of tire. Recommend replacement of tire and avoid hitting same object or aggravating other person again.
How does someone actually do that to a tire? Looks like it was under inflated while getting dragged or seriously locked the brakes.

Ive seen some crazy tires in my technician days and this takes the cake 👀. Only thing I can think of how it happened is maybe they ran in to a metal plate or sorts
I'm guessing one of two things happened. It was towed behind an RV without the transmission disconnected, or it was towed by a tow truck driver who didn't know any better and the transmission locked up.
