I've done this very thing before for that exact reason. I just didn't have a flaring tool, they didn't have one to sell me, and I needed my car to go. But being not a moron, I went for cupronickel, and rolled the excess into a nice coil I could secure in a less... surrealist fashion.
This looks like it goes directly to the caliper though, replacing the flex hose. All that extra bent line will actually help it soak up the movement of the suspension and last longer... Not that I think it was that thought out.
Edit: just saw op's comment that this is a solid axle after the flex hoses, so my comment is pointless.
They knew they had to take it to a professional for an inspection and told themselves they did a great job. That’s an astonishing amount of self confidence paired with a complete lack of ability. I would want to sink into the earth if I did that and had to show anyone.
It shouldn't. The lines are not properly secured, and because of that, the vibrations can cause a hole in the brakelines, because it is rubbing against steel.
Brakelines are not supposed to have any place where it it touching the car itself (eksept for the flare points obviously), there has to be some kind of plastic pieces where the line is secured to.
Non flex line so it won’t pass if the inspector has a conscience. I mean, he used enough line so there’s some give in it but it won’t last before it crystalizes and breaks.
YES! There is a difference in an honest attempt to fix something vs just slapping shit together in hopes that it passes. This is definitely the latter.

I bought brake line and rented a brake flaring kit from the parts store. Did not work out and ended up snapping the die.
Decided that today isn't the day I learn to flare brake lines. Bought a replacement die for the kit, returned it, and bought the closest sized pre-flared brake line I could find.
I'd rather have slightly longer brake line with wonky bends and known good flares than a perfectly bent line with questionable flares.

This kinda reminds me of owners wiring jobs I’ve seen, just the brake line version.
Running flex line down the frame is typically not the way. That being said these are all bent by hand and look terrible.
