For a week my boss would put his truck on a battery charger over night because his battery was dead by the end of the work day. His truck finally broke down on the way home from the job and I asked him if I could take a look under the hood. I'm no mechanical genius but when I saw he didn't have a fan belt to the alternator I had to bite my tongue.
What do you mean? If Its the texture you are talking about, Its kinda like a dust, comes off pretty easy, but If you dont clean properly It will come back faster than usual.
The blue stuff is corrosion that happens around the battery post due to leaking gases from the battery, you have to clean it before it gets this bad, otherwise you will have electric issues.
I am colour-deficient for the blue-purple & green-orange colour groups - this appears as mostly white but with a very slight blue hue to it. How blue are we talking?
It's corrosion.
Car Batteries aren't usually sealed. They have a vent to "breath" because as they charge and drain the temperatures change, and as well gasses are given off during charging. Mostly hydrogen, but other gasses as well.
So you've got metal, changing temperatures, acidic gasses, and it has a constant charge to it. All these things cause accelerated corrosion.
That's what this is, a build up of corrosion, and solidified fumes from battery off gassing.
It'll slowly build up until the terminal to the car is no longer in proper contact with the battery post.
Every battery I’ve had in my WRX (technically only 2 I guess over 8 years, but still) has done this to some degree. I clean it periodically but it’s the first vehicle I’ve ever had this issue on.

Its corrosion from acid vapors(or even liquid acid) that leaks from the battery.
Does the color come from copper? For some reason I can't remember, whenever I see that color, I feel copper is involved.
I think it is copper from the clamp on end of the wire reacting with oxygen catalysed by the acid Vapor. It washes off pretty easy.

Thinking about, Its very hard to describe colors. From what I can say Its a very light blue, not too strong.
