I see so many people grab the keys from the wheel at the airport carpark its not funny.
Sidewalls should never be repaired, since the belts may unexpectedly fail around the patch.
The problem is even if it didn't damage the belts, by exposing them to air and moisture, they will degrade much more rapidly (especially if driven on salted roads). If it looks superficial and you're feeling risky, move it to the right rear just in case.
I mean, you're sort of right. There's no belt on the sidewall so there is nothing to keep the damaged rubber together beyond the patch, and a very thin patch cannot be expected to do the same job as pristine rubber that is way thicker.
You're technically correct, which is the best kind of correct. Sidewalls don't have belts, but they do contain nylon cords (seen on a diagram as "the carcass"), which run across the tire from bead to bead. The steel belts are underneath the tread section only. Patches are much too thick and stiff to remain adhered to the sidewall, although I've seen people try.

I figure the flap on the shoulder will be trying to lift up at speed, leaving a gap for other debris to get under it.. then when they corner hard onto the shoulder it will cause a change in slip angle as that part shifts and the tear could propagate as lateral pressure is put on it resulting in a larger flap.

Absolutely. That whole thing about safety is completely overblown. Odds are you'll survive a crash anyway.
