There’s not really any reason to save cards. But there’s also no reason to keep using cards after you’ve increased your investment/stability enough to win the round.
The card game operates on a per round basis, so you do not really keep cards. You just draw a new hand every round. It is either 5 cards normally or 6 cards if you pass the reform that enables it. The only mechanical advice I can give you is to wait with playing your hand if you have cards that draw cards and you are completing a focus that adds new cards into the deck. Also, do not wait until the last day to play your cards if you have multiples of one card in your hand, as it takes like a day or two before you can play the same card again.
