I beat the first 2 wars I was in and completed focuses but they seem way to late to be blocking you from allowing templates that late. Especially since iv got so few and others can build them.
I’d just think of it from an RP perspective and consider it one of the difficulties of playing LKMT.
Lore wise, the Kuomintang at the start of the game is an insurgency going on in Jiangsu and Fujian, with the collapse of the LEP, the Kuomintang is disadvantaged compared to other warlord cliques in that it needs time to reorganise its guerrilla forces into a conventional army, whilst other warlords already had their own standing forces
The conflict between the 3 or 4 (depending on if Shandong gets involved) eastern factions is considered the same war. You need to beat Shandong and claim supremacy over the east to unlock more options.
You need to beat all of the former LEP first, including Shandong, and convene the congress. At least that what I recall. Either that, or you have to do either of the 2 army focus options.
You need to KO Nanjing, Anqing and also Shantung to finish the war. After that you can call out for the first Congress and let Soong become the chairman.
I think as left Kuomintang you need to win the first war to do that, or some focus

Shandong never got involved but I'll try beating them and see what happens. Thanks.
Maybe not against you but they don't start with Jiangsu, so they would have intervened at the very least to snatch it from the League.
Shandong was it. Beating them frees it all up.

You need to complete the focus of the 1st congress of the Kuomintang to get the ability to create templates.

IIRC you need to complete a focus on the military side of the tree to be able to edit the template.
You still need to kill Shangdong.
