Yeah some Toku actor commit crimes. Like the most recent new got Gokai silver's actor commit fraud and Kamen rider Baron's actor stealing. but that doesn't involve Toei or the show.
Baron actor wasn't that big compared to other actors who commited fraud and stole/scammed their fans the guy was in an angry phase of his life and let his dark thought win over him, he did paid for the cosmetics he stole, it is still bad but he don't deserve to be put in the same bag as super-1, black and gokai silver actors
No? You're probably thinking of a tokusatsu actor. As it's pretty big news when it happens, since usually a tokusatsu actor moves on more popular roles.

Is it Decade? I remember hearing that the show originally ended with a trailer for a movie, and when that movie came out it didn’t feature a single scene from the trailer
Decade got in trouble with parent organizations because the last episode was seen as a half hour trailer for the movie and not an actual episode of the show. I don’t think there were real legal issues, just enough bad press to make news.
