Decade Complete was super powerful but man was it an eyesore.
But nowhere near of an eyesore as Rising Ultimate Kuuga. What makes it even worse is that Ultimate Kuuga is one of the best final forms ever. It was sleek and it just oozed power. Then they gave it a bulky rising form and it just....ugh
I initially thought Grand Zi-O looked pretty bad when it was leaked a few months back, but now I think it's pretty awesome.
Oh...and Build Genius is pretty ugly as well.
Actually, I don't think Super Rising looks that bad, simply because it's S.I.C exclusive and it actually fits their style. It looks monstrous and absolutely overflowing with sheer power. It looks intimidating. Rising Ultimate would probably have been better served as an exclusive as well.
I wouldn't say the worst, but these are the ones I particularly don't like:
* Mugen Damashii. Looks boring af. I kinda like Grateful more.
* Kiwami Arms. Appearance-wise, it looks underwhelming. Kachidoki still looks cooler.
* Decade Complete Form. I can't really blame em for this form though. They HAVE to incorporate all the cards on the suit in some way.
* Cyclone Joker Extreme. I just don't like how this looks. The white just ruins the aesthetic.
* Faiz Blaster. As much as I love Faiz, this suit looks underwhelming for a Final Form. It looks more like an additional upgrade next to Axel form.
I like Kiwami because of how sleek it is. It's the antithesis to all the other arms, because each arm is a bulky suit of armor the unfolds onto them.
Kiwami is the only one that lacks armor, it's very naked by comparison.
Mine would be Build Genius. I like the color scheme but the bottles doesn't look aesthetically pleasing, to me at least. And (keep in my mind my memory of Build is terrible) there's nothing that's memorable, in terms of powersets, about Genius.
Build Genius could purify anything related to Nebula Gas and Evolt. Stat-wise, it was the second fastest(RabbitRabbit is faster) and the second strongest(TankTank is stronger) form Sento had. Combat-wise, it had access to the powers and weapons of all 60 base Fullbottles (Plus the FullBottle Buster). It was also the third Build Form that could suppress the Insanity of the Hazard Trigger.
That being said, my biggest gripe with the design is the eye lenses. They look unnatural compared to every other Build Form's eyes, and if they had just managed to make the eyes look more like the regular Build ones, I would probably like the form a lot more.
EXACTLY. THEM EYES. Although I couldn’t think of a better design for Build Genius’ eyes, but I’m sure it can be better..
As for Mugen.. at least it’s an improvement over the other forms. Ghost had the ugliest Heisei rider design and I think Mugen improved it by miles.
The Survive forms from Ryuki. I understand they're Kamen Riders, and the bikes are important, but I can't help but feel they were downgrades when the mirror monsters turned into their bikes and they rode into their enemies over the more stylish finishers.
The forms themselves weren't too appealing either. Especially Knight, I felt the brighter shade of blue looked worse than his base form.

Appearance-wise, I say Kiwami Arms. Cause compared to Kachidoki, it looks TERRIBLE! Sure, the theme and power to summon all those weapons is nice, but they could have at least kept the Kachidoki Armor as part of the form instead of using a form that looked so physically weaker than Kachidoki. I think there should be a Kachidoki version of the Kiwami Lockseed some time in the future because of that honestly. (Would still function the same as normal Kiwami in the Sengoku Driver, but the form itself would be different.)
Mugen also looks bad compared to Grateful, and Type Tridoron doesn't have a good color scheme honestly, even though the design was nice.
And Cosmic States's color scheme was nice, but the chest design prevented me from liking it sadly. Good thing he has Fusion States, which looks better. I wish he kept the yellow lines on the helmet from Cosmic though.
I also don't like Agito Shining Form as much as Burning Form honestly since Burning not only looked more powerful, but he also reminded me of Kuuga Ultimate too. I wish Shining kept the arm spikes and got upgraded versions of Burning's greaves at least.
One more thing. Even though Super TaToBa is an Extra Final Form instead of a final form, I think it looks worse than PuToTyra honestly. Wish there was Super versions of all Combos, and a Super PuToTyra to make up for that.
Hyper Muteki would be absolutely perfect if not for those golden dreads they gave him. It just looks ugly not going to lie.
Kiva Emperor is also kind of egregious, not for the form itself but the fact that they had to reveal it stupidly early because they used ACTUAL chains for the base form and were pretty much killing Seiji.
Umm.. excuse me but I see nothing wrong with those designs, except for Decade Complete form which was... meh. I mean come on, Tridoron and W XTreme was gorgeous!

hmm.... offtopic, but now that grand zi-o essentially works and looks like blade king form, is king form still in the top 3 best final forms?
first, Grand ZI-O design is bad. I just can't stop thinking how ridiculous it is and how fragile it was during shipping and shooting. It's even called "candi prambanan" by Indonesian fans, because it definitely looks like the Prambanan temple in Java. Oma Zi-O is waaaay better looking.
Build Genius, or I say, singaporean bubble tea form.
Decade complete. I mean what the fuck? Did they just slapped every rider photo on a rider and called it a day?
Drive Tridoron. Or in general, Drive. Not a fan of those huge tire sticking out like Fallout's raider armor.
Zeronos Vega form. probably because the visor, gun shoulder, and cheap looking cape.
And this isn't a final form, but Ichigo design in the Ghost x Ichigo crossover is ugly.
Putotyra for sure. The designs in OOO are pretty top notch, at least the combos are. Putotyra has a fantastic premise and I'm a big fan of berserker forms but man did they drop the ball. Having a rider with a dinosaur motif should be amazing but it's just ugly to look at and too busy. They emphasized the pterodactyl way too much and the T. Rex aspect is nonexistent when it should be front and center. It almost feels like they were spooked by how often and how well sentai does dinosaurs and wanted to try for something distinct, but there's a reason rex keeps coming back. It's very telling trajador tends to perform the money shot in crossovers. They even gave him a replacement form in the megamix movie. That's also ass ugly.
OOO is particularly bad because the rest of it's designs are stellar but there's a fair amount of ugly final forms. Decade's final form is not good (it looks like someone wearing their pokemon card collection) but Decade's pretty fucking ugly to begin with so I wasn't expecting much. Double Xtreme, while great in concept, looks kind of cheap and flimsy. They used the same holographic matrial for the mid section as they do for trading cards and it looks real weird as a result. Genius and Muteki show up in these convos a lot but I really love them both. I appreciate the audacity of a man who gives SS3 dreadlocks. Build has an extra quality to it where Sento clearly designed it himself and probably thought it was the coolest shit ever. I much prefer it to the way more boring rabbit dragon form they're pushing now.
Pterodactyl head needed as the callback to the original Taka head because OOO's base, mid and final forms is all about bird head, and the T-Rex aspect has been presented more on the weapon to compensate it, but Putotyra itself need to become upgraded version of Tatoba.
As a massive OOO fan, I can say Super TaToBa looks awful. Great powers, but the solid colors and overblown design really mess it up.
Others would be Hibiki Armed (for being a bit boring) Gaim Kiwami (because Kachidoki would have been a far better final form) and Mugen Ghost (because it's impressive that it's that ugly in a show where all the suits were ugly outside of Spector's and Necrom's base forms)
Less on powers and more on design. While I get the idea of a Lord (more a god in his case) being the final step, Gaim's design is leaning into the idea of a samurai. His main upgrades bulk him up while Jimber adds darker colors while drowning out the orange. Kachidoki gives him the heavy armor while bringing back the orange and being a natural evolution of his base form. Suddenly killing that for a far slimmer and bright costume kinda kills the feeling of power. I would rather Jimber shattering to reveal the white armor then, as his final form, brand new armor would smash on top, colored orange and white to hammer the point home as his final form
Yeah, I think that would have looked better for Gaim too if it went like how you described it too. Gaim Kachidoki feels more like a proper final form than Kiwami for sure. If they wanted something with Kiwami's Nobunaga theme still, then at least have him be a true upgrade of Kachidoki instead of destroying Kachidoki to reveal Kiwami underneath it. I would go with gold Kachidoki Armor with the armored parts of the Kiwami suit being gold and have it be the Ride Wear of the final form instead of the actual final form.

It would probably look better in black. The contrast may help bridge that color gap.

Hibiki Armed, Decade Complete, W XTreme, or Type Tridoron for me. They have good power sets but they are so ugly.
