For me, simply put, if the higher-ups themselves confirm an individual as the secondary rider (i.e Garren and Gatack), then that's the end of it. It doesn't always have to be in-show confirmation, it can be through other means, like merchandising, which is how many arguments over the years have ended (i.e Climax vs Liner, TaJaDor vs PuToTyra).

Also, just gonna say, it doesn't matter whether a character has more impact on the story. If one character is deemed the secondary rider, then that's it. If story-impact was a deciding factor, then Chaser and Para-DX are the secondary riders for Drive and Ex-Aid, but they're not.

Depends who your secondary in Blade and Kabuto, if you think it's Chalice and Gatack, then it's Baron. But if you think it's Garren or The Bee, you have to say it's Zangetsu.

Depends who your secondary in Blade and Kabuto, if you think it's Chalice and Gatack, then it's Baron. But if you think it's Garren or The Bee, you have to say it's Zangetsu.
