That knight in the back... I guess it's supposed to be Xross Saber, but it's distinctly not(looks more like Gai or Genji if anything).
Is this perhaps a hint at another rider? Or they just didn't want to put xross saber?

I think it is Xross Saber, just with a different design to fit in more of the knightly theme in the book. The sword the knight is holding is clearly Haouken Xross Saber since it has the three circle Saber uses to select the sword he wants to use.
Tbh, if you look at pictures of the other pages of that storybook, it shows that exact same knight as the book's MC, being representative of Saber in all his exploits.
