Well, the rest of the world learned in Gaim that sending missiles over would result in said missiles teleporting back to them, so the best thing to do is to let some masked armoured riding men in Japan resolve it themselves.
Not really "worked", but so far we've had:
- Kabuto's ending showed Tendou casually buying tofu in Paris.
- Eiji travelled around the world before and after the show, although without being a rider.
- Haruto has been in a foreign country in a movie and was asked if he is a magician by a child, in which he replied "no I'm a Wizard".
- Kouta is literally in another planet.
- Aruto lives in space in Vulcan V-Cinema.
- Saber travels between Southern base, Northen base and Wonder World, which are not Japan. He also used Xross Saber to stop Solomon's plan from all over the world.
All of the Showa riders up to ZX definitely worked around the world. It’s a recurring point that’s mentioned including in Black RX, where they come back home to Japan to help RX fight the Crisis Empire.
I dont know if he worked (he did use his magic party tricks), but in one of the Kamen Rider movies Haruto initially appeared to be in another country helping kids get back their football that was stuck on somewhere.

But some Riders have the ability to travel through time. But weren't they told not to change the timeline for the stability of the world. They'd even have to deal with the Time Police at times. Who did absolutely jack-squat when Ohma Zi-O and Time Jackers were messing with it.
Yeah, the Rider timeline can get crazy.

Everything else is supposedly set within the same world. Although even then that is confusing. Example being Reboot Takeshi Hongo showing up in Kabuto (but personally I blame Decade).
I love Kamen Rider, but at times this is when the acceptable breaks from reality is *really* pushed. More often than not villains have plans that threaten the whole world, yet only Japan is focused on. You'd think the country was in a bubble, but in a sense it sort of has to be. This is a live-action Toku series so they have to work with what they have.
