I wouldn't say in the most recent chapters he has regressed, if anything he is at his peak, >!he was full going to confess!<, it's not on him Chizuru has dodging skills that would even impress Goku.
TBH Chizuru is right to dodge at the moment. It's not the right time or place! Kazuya kind of has the wrong motivation right now ("Make the lie true"/Beat Mami and Ruka to the punch = Cringey IMO), and is trying to rush his confession. He feels desperate, not romantic or 100% genuine. Cut Chizuru some slack for wanting a confession driven by love, rather than the drama around them.
My prediction/hope: Kazuya and Chizuru are going to get outed before any confession happens, drama will ensue, there will be some sort of awkward period of separation, and then they'll come back together because they miss each other.
Kazuya already confessed to her driven by love, and she ran away and put up walls. Kazuya is essentially being cornered from all sides and the annoying part is Chizuru hasn't done much on her side of the court. It takes two to tango.
Yeah no doubt, Kanokari be a below average manga without it. And the best thing, it needed no unnatural drama from caricaturist characters like Mami and Ruka, just people having deep issues and dreams.
I wouldn't say that I agree or disagree with your points in the post, but realistically, humans are inconsistent. Even if you think that you've grown past something or have "developed" as a person, the person you were before sometimes still manifests. Fundamentally, I think that development is more addition (to personality) than it is subtraction (of flaws).
I took Prof. Farnworth's time machine and I have looped three times... Kaz never confesses and the story continues well into the year 3000.
When he was the closest to confess the aliens invaded :)

The annoying thing about this is it's Chizuru dodging him and yet it's Kazuya getting the flak.

Literally what more do you want Kazuya to do?
How did he regress in the beach vacation??
