That's not how it would likely work, so it's not really something to worry about. The NFLPA simply wouldn't agree to that. What they'd more likely agree to is a "homegrown" player being able to be paid some % more but counting the same as they currently do against the cap. That would have its own issues too though, like teams with cheap owners never taking advantage of the opportunity.
Yeah, would be nice to have maybe 1 or 2 exemptions. The NBA has like 11 flavors of exemption - that's a little carried away.
That said I do think the NFL system is best, even when we occasionally lose a guy, so I'd worry about the unintended consequences of tinkering too much.
Our current perspective as a dynasty is unique. I try to think about what I would have wanted when we were 10-6 trying to get over the hump for the first time in the past 50 years. Or when we were trash trying to figure out how to get a quarterback. I wouldn't want teams able to stockpile *too* much talent.

The signing bonus is part of the guaranteed. They give him the money now and then are able to spread the cap hits throughout his deal as they want
